Finance Department Dithmarschen, Heide

Germany’s climate targets can only be achieved by contributing to the construction and operation of buildings. To this end, energy consumption during construction and operation must be minimized; sustainability is an important criterion in the choice of constructions and materials. The preservation of building components or the entire building, as in this case, is the first obligation as a contribution to achieving the climate targets. For the merger of the Dithmarschen tax offices at the Heide site, the Schleswig-Holstein Ministry of Finance intended to prove that modern and high-quality office workplaces can be created in the existing building by preserving an administrative building of the former State Office for Agriculture, Environment and Rural Areas. At the same time, the existing building was renovated to passive house standards.

Modern architecture and Renovation of the old building

The existing three-storey building is a mixed solid construction with a pitched roof. Offices, archives and ancillary rooms are accommodated in the building, in the partial basement and in the converted attic on a net floor area of approx 3.200 m².

rimpf Architektur & Generalplanung, with offices in Eckernförde, Hamburg and Greifswald, was awarded the contract in 2015 in a publicly tendered VOF procedure to continue the planning and execution from LPH4. LPH 1-3 had already been carried out internally by GMSH. Preserving and sensibly expanding existing uses was the focus of the building’s refurbishment. The attractiveness of the entire building was increased through sensible architectural solutions. The high demands of a modern service center for visitors to the building were met, as well as creating a high-quality atmosphere in which to spend time.

Design and details

The Eckernförde office of rimpf renovated the building to make it energy-efficient and converted it to make it barrier-free. Among other things, the elevator system, the information and reception desk with waiting area and the toilets were made barrier-free.

A new roof truss was installed in the area of the intermediate wing and the new meeting room and the building was given a new façade, which conveys the technical sophistication of the building to the outside. In the roof area, rimpf planned a large-scale photovoltaic system.
